If you have GIMP 2 (more or less, I think) you can make a nice layout picture like this: What's the difference? Well, the brushes are transparent so the picture shows better! I will teach you how to do this to make your layout better:
First off, you need a picture and some brushes, most likely images so you won't have to download much.
Open MS Paint and paste your image on (Ctrl >> V)
Select all then paste again to GIMP (Ctrl >> A & Ctrl >> V)
Go back to MS Paint and delete your last action (Ctrl >> Z)
Put your brushes on the new canvas and when your done select all and copy it (Ctrl >> A >> Ctrl >> C)
[optional step] If you want you can even put in image to make it look nice but I highly recommend just using brushes!
On GIMP unlock the transparency box and set opacity to 25.0
Save it and your done! (Ctrl >> S)
